Function

Ministry of Rural Development, Social Security and Community Empowerment has been established, to cover the aspects of promoting sustainable development in rural areas of Sri Lanka, improving social protection systems and community empowerment to build independent communities, by the Extraordinary Gazette No. 2412/8 of the Democratic Socialist Republic of Sri Lanka dated 2024.11.25 and the main duties and functions of this Ministry are as follows.

1. Formulate, implement, monitor and evaluate policies, strategies, programs and projects related to the subjects of rural development, social security and community empowerment based on the national policies implemented by the government and the subjects of the departments and statutory institutions affiliated to the Ministry and state corporations.
2. Provide public services within the scope of the Ministry in an efficient and people-friendly manner.
3. Reform all methods and procedures using modern management practices and technology in a manner that helps ensure the fulfillment of the Ministry's functions while eliminating waste and corruption.
4. Implement rural infrastructure development initiatives.
5. Implement social safety net programs.
6. Identify the needs of persons with special needs and ensure that those needs are met.
7. Review, restructure and introduce appropriate new reforms to public assistance schemes.
8. Provide assistance to tuberculosis patients, kidney patients, leprosy patients, cancer and thalassemia patients and their dependents.
9. Implement family counseling services.
10. Activities related to internationally recognized conventions regarding persons with special needs.
11. Implement necessary programs in coordination with relevant institutions to provide vocational training and create employment opportunities for persons with special needs.
12. Make necessary policy changes and implement necessary facilities and programs so that persons with special needs can work together with the general population.
13. Implement social insurance schemes for persons with special needs.
14. Take necessary steps to care for the elderly, increase the participation of senior citizens in social development activities and protect the rights of senior citizens.
